A Research On Reformation Of "Dual Control " System To The Non-governmental Organization

With the establishment and development of socialist market economic system and the deepening of opening up and reform, the government is transforming from"all-powerful government"to"service government"and the development space of non-governmental organizations is greatly expanded. But now the"dual control"system of non-governmental organizations still represents the management concept of strict management of government which has its reasonability under certain social background and plays an important role of supervision and management in practice. However, it also has some problems such as high hurdle rate, unclear regulatory responsibility and excessive intervention of government. With the rapid development of social economy, the limitation and backwardness of the"dual control"system are getting more and more clear, which have been an obstacle for the development of non-governmental organizations.This paper adopts the research methods such as literature research, social survey and comparison. Take for instance of Jiangmen in Guangdong, the paper analyzes the current management system of non-governmental organizations. Also based on the problems existing in current management system and the practical experience of foreign non-governmental organizations, the paper proposes advice and countermeasures for the reformation of current management system, innovation of management model and the establishment of efficient supervision of non-governmental organizations.Apart from introduction and conclusion, the paper can be divided into four parts:The first part: the present situation and"dual control"system of non-governmental organizations in Jiangmen. It introduces the origin and development conditions, including the generation type, classification and main characteristics, of non-governmental organizations in Jiangmen. It emphasizes on the characteristic of"dual control"system, logic and reasonability and system design and the defects of current management system.The second part: it analyzes the backwardness of"dual control"system of non-governmental organizations in Jiangmen. It emphasizes on the reasons of backwardness of current management system of non-governmental organizations. First, the government doesn't trust non-governmental organizations; second, the requirement for non-governmental organizations is raised very high in system; third, excessive administrative intervention affects the healthy growth of civil society; fourth, a deviation of public concept in terms of cooperative governance in modern society.The third part: reasonably learn from foreign management system of non-governmental organizations. It first introduces the development conditions of non-governmental organizations in developed countries and then presents the management system of non-governmental organizations in developed countries, including the legal status, financing management, tax preference and daily supervision of non-governmental organizations.The fourth part: it explores the reform of"dual control"system of non-governmental organizations in Jiangmen. First, lowering the requirement and carrying out management at different levels; second, adjusting dual responsibility system and setting up regulators; third, perfecting daily supervision system; fourth, establishing a partnership between government and non-governmental organization; fifth, completing the legal system of non-governmental organizations.
