Agency staffing management work is the base work on configuringadministrative resources ruling of the party and state, has a very importantinfluence on deepening administrative reform, improving the level of stateadministration and consolidating the party’s ruling status. The18th PartyCongress report put forward to improve the functions of the departments,including the innovative management style, and promote governmentperformance management, strictly control organizational establishment indeepening administrative reform. As the state organizational establishmentrequirements for the management of continuous improvement, organizationmanagement issues become increasingly prominent. So far, organizationmanagement issues relevant studies mostly restricted to administrative, politicalscience, law and other fields, This article do topical studies from the perspectiveof public administration on Xiangfang of District Harbin city organizationalestablishment management issues.This paper describes the related basis theory of agency preparationmanagement issues of Xiangfang District of Harbin city and establish acomprehensive analysis theoretical framework. On this basis, based on theagency and staffing administration situation of Xiangfang District of Harbin city,from several aspects of problem, causes and the comparison of typical cases fromabroad, studied the Xiangfang Distric of Harbin city organization establishmentmanagement. Results show that the formation of the agency and staffingadministration problems of Xiangfang District of Harbin city are the result ofinteraction of many factors, such as the lack of law, district failed to straightenout the government function, the establishments of management affected by theidea of "people governing", lack of scientific and district-level institutions adjustlimited powers.Study found that China’s current transformation of government functions isnot in place, establishments legislation missing and the pursuit of self-interestand other factors affecting the preparation of management institutions to achievelegal, scientific, institutionalized and standardized processes, resulting in the lack of comprehensive planning, functional configuration unequal powers andresponsibilities of Xiangfang District of Harbin city agencies set, in accordancewith the approved staffing unscientific, establishments oversight system isimperfect. Accordingly, this paper proposes countermeasures and suggestions onXiangfang District of Harbin city agency staffing management.
