Research Of Government Governance Mechanism In Low-carbon Economy Development

In the global warming trend, a climate disaster had ringed ecological crisis toll for human being traditional mode of economic development, At the same time, as increasing of carbon emissions and no sustainable use of fossil energy.Developing low carbon economy, and accelerating the change of economic development mode has become the inevitable trend of the global economy development. In the global warming today, governments promote green environmental protection,energy saving and emission reduction,development of low carbon economy actively,to mitigate the climate change.And Low-carbon economy had been focused and used widely.In the process of accelerating industrialization, exploitation and use of coal and oil,not only had caused the resources depletion,but also had caused the constant increasing of carbon dioxide emissions and increasingly serious of the global warming trend.This ring ecological crisis toll for human being. If we continue, we will lose our home forever. Developing the low carbon economy is the effective way to slow climate change. China is in a period of rapid economic development, and energy consumption lead to resource depletion and indirectly cause the increasing of carbon dioxide emissions,therefore, we need change the existing energy structure,and accelerate industrial innovation,and establish an efficient and sustainable economic development mode,and develop the low carbon economy suits our country national condition. The government role is crucial,and it can bring lead and guide into full play and take up responsible for low carbon development.This paper, from the government regulation theory, through analyzing the low carbon economy development in China,and the Chinese government role for the development of low carbon economy management,describes the importance of government to low carbon economy.And combined with foreign governments to develop low carbon economy experience, put forward the policy proposal, in view of the government development mechanism the development of low carbon economy in China.This article is divided into six parts:The first chapter is introduction,which elaborated the research background and significance,and analyzed the urgent situation of developing aiming at the growing gradual warming of global climate caused by greenhouse gas emissions,and summary domestic and foreign experts and scholars research results in the development of low carbon economy and government governance.The second chapter,discussed the theory of government regulation and content of governance mechanism.First, it elaborated the concept and necessity of government regulation.Second,it elaborated the connotation and characteristic of government governance,and government governance of Chinese government,and analyzed the necessity of government regulation theory,and analyzed the government regulation theory specific content in the public interest theory, externality theory and incentive theory,and elaborated the difference betweem social regulation and economic regulation. The part of governance mechanism,analyzed specific characteristics of the government governance and the current condition of Chinese governance mechanism.The third chapter, elaborated low carbon economy development in China,and analyzed the development trend and importance of Chinese low carbon economy through discussing development of the energy structure,regulation and restrict condition of low carbon economy development.The fourth chapter, from two aspects,include in development and restrict of low carbon economy,analyzed the necessity of government governance in low catbon development,and discussed the influence of China government to low carbon economy development. The fifth chapter,introduced low carbon economy development experience and reference of foreign governments,such as England,Japan,Germangy,Danmark and Sweden,to laid a solid foundation for solve government governance problems in low carbon economy development.The sixth chapter, combined with foreign governments successful governance experience in the development of low carbon economy,aimed at Chinese development conditon,proposed government governance measure and suggestions,from perfecting legal system level, system level,public level, technical level and construction of low carbon government.
