The Study Of Government-guided Development Of Low-carbon Economy

Low-carbon economy is an important way to achieve social development which canproduce both economic and ecological benefits, and it is a necessary condition forachieving the scientific development. The negative externalities of the traditional economy,the special conditions of our country and the urgency of developing a low-carboneconomy, need the government's positive action. The key of achieving low-carboneconomic goals is whether the government in decision-making philosophy andmanagement style can complete the appropriate changes.Low-carbon economy is the new direction of the development of the market economy,it requires the guidance of the government and the Chinese characteristics. As the marketeconomy, in the development of low-carbon economy, there are also a series of problems.But the difference with the capitalist market economy is that the government to addressthese problems with the forward-looking features, rather than the responsiveness. This isthe reflection of the guided government in developing the low-carbon economy, and it isalso the basic of the government-guided low-carbon economy.The paper analysis the government-guided low-carbon economy with the systematicanalysis method. It argues that this model needs a corresponding management system, andthis management system must include the consummate macro-system and strong micromeasures. They both promote each other, in order to guarantee the achievement of thelow-carbon economy. At present, although China's low carbon economy has made someachievements, from achieving the government-guided low-carbon economy are still faraway. The reason is lacking of the consummate macro-system and strong micro measures.Thus the paper argues that building a perfect ecological accountability can strengthen therelevant persons' ecological responsibility; establishing ecological archives can resolvethe contradiction of the limited term and the unlimited responsibility of the leadership;improving the carbon trading system can solve the funds and the technical deficiencies inlow-carbon economic developing; and with the power of non-governmental organizationswe can expand the impact of low-carbon economy and strengthen the effect of low-carbon economy.The study of the government-guided low-carbon economy not only can highlight thegovernment's guider status, but also can strengthen the will of the state to developinglow-carbon economy.
