Study On Promoting The Development Of Low-Carbon Economy Via The Strategies Of E-Government

The development of society clings very much to the use of energy. In despite of the renewable or non-renewable resources, they play an important role in the society development. However, the exploitation and abuse of energy in a large-scale not only bring on lavish and exhausted, but also result in serious environmental issues which should attach importance to. Global warming is undeniable. Currently, in order to maintain the common survival space, every country responds zealously to the road of Low-Carbon economy development, that is, under the guide of sustainable development, depending on diversified means, such as technological innovation, policy measures, new energy exploiture, to implement energy revolution. These can reduce the consume of energy with high carbon dioxide and greenhouse gas in maximum, so that can obtain a win-win economical mode.Nowadays, with the speedy development of technology, the world expects that can promote the low-carbon economy development via the way of technological innovation. There are many potential measures,such as, computer, Internet, IT, whom are orientation of Low-Carbon economy, which are the foundations of E-government. So, based on these information technology, it is the future trend that every country promotes the development of low-carbon economy through the construction of E-government with the technological innovation.Guiding with the innovation theory, the thesis introduces the frame of SWOT. According to the actualities of low-carbon economy, E-government and innovation of government public service, the paper possesses several study methods, including information research, material research, multi-courses research and model analysing. And it tries to explore future strategies of using the construction of E-government to drive the development of low-carbon economy by combining the low-carbon economy theory and the E-government technologies involving computer, Internet, IT.The whole paper consists six chapters divided into three parts:introduction, main body part and conclusion.The first chapter is introduction part, which narrates the research background and meaning, and depicts actualities of low-carbon economy and E-government development in home and abroad. At last, it introduces the frame, study method and innovation of this whole thesis.The second to fifth chapter is main body part. The chapter two explains several main conceptions and relative theories. In chapter three, it introduces the development of e-government in home and abroad and the function of government public service, as well as the technology facilities that can develop low-carbon economy. It analyses the strengthes and opportunities, weaknesses and threads by use the theory of SWOT in chapter four. The fifth chapter brings forward the strategies in terms of how the e-government technology to enhance the development of low-carbon economy. the conclusion part is the last chapter, it gives a research conclusion and points out the existed deficiency, so that can ascertain the future research orientation.The innovation of the whole paper is in the following aspects:on one hand, the view of research is new. In this paper, it combines e-government with low-carbon economy to pursue technological innovation to achieve low carbon service. On the other hand, the theories mixes with the technological innovation inserting some technologies, so that can innovate the technologies to make the e-government theory better apply to practice.
