As one of the professional police services belonging to public security organs in China, forest police feature large numbers, a long history and a wide coverage. While confronted with the difficulties like different authorized sizes, the forest police in China have managed to do a great job in maintaining law, protecting forestry and wildlife conservation and wild plant resources, and safeguarding the fruits of the ecological establishment. All these efforts have been appreciated by the state government. The forest police still have an administrative system under the dual leadership of forestry sector and public security sector, but forestry sector-oriented. Nowadays, with a new situation of cultivating ecological civilization, deepening democratic rule by law and promoting scientific development, a wide-spread concern has occurred to protect ecological environment and safeguard ecological security. Meanwhile, escalating indiscriminate mining and logging, coupled with emerging environmental pollution, results in serious ecological crisis, which calls for birth of police aiming at environmental protection. Therefore, it not only causes a waste of social resources, but also renders no help to end the state of ineffective enforcement to get rid of crimes on environmental resources. From the perspectives of science of administration and science of law, with main threads of forest police enlisted back to mainstream public security organs and of establishing uniform public security system, this paper analyzes the characteristics, functions, limitations and problems of the current administrative system of forest police, with Guangxi as a case study. Meanwhile, based on the reference to other police services in china and related police administrative systems abroad, this paper presents an initial judgment on the developmental tendency of the current administrative system of forest police, arguing the necessity and feasibility of converting forest police into ecological police.
