Research On The Effective Supply Of Public Goods In Heilongjiang

After the 19 th CPC National Congress was convened,the country began a series of reforms and developments.At present,the functions of the government in our country are changing,and it is at a critical stage of transition to a service-oriented government.The government has tried to diversify the supply of public goods in multiple trials for public goods.How to improve the structure of public goods supply and improve the efficiency of supply has become a research hotspot.Although Heilongjiang Province belongs to the resource-based city gathering province,but the enterprises that can process resources are scarce,causing a large amount of resources to flow outside the province,the economy in the province lags behind,and there is a large gap with other regions,and the gap is still increasing.For this reason,the paper attempts to explore the methods to promote the effective supply of public goods in Heilongjiang Province,which is of great significance to realize the equalization of basic public services in Heilongjiang Province and to promote the accelerated development of Heilongjiang Province.By combing the existing research results,the connotation of the supply of public goods and public goods and the effective provision of public goods is clearly defined,describes the characteristics,classifications,and supply subjects of public goods,and elaborates the government intervention theory,the third sector supply theory,Wagner's law,ect.Secondly,This paper analyzes the present situation of public goods supply in Heilongjiang Province from two aspects: the main supply types and the main supply modes of public goods in Heilongjiang Province,and concludes that there are some problems in supply of public goods in Heilongjiang Province,such as single supply subject,unreasonable distribution of supply resources,insufficient source of supply funds,failure of public participation in the process of supply,and so on.It is considered that the supply system of public goods is not perfect,and the capacity of government to supply public goods is insufficient,the power of government departments is too large,the number of non-governmental organizations is too large and and there is a lack of competition and cooperation among them,and the supply direction of public goods is inconsistent with the public will is the cause of the problem.Thirdly,elaborates the Lindahl equilibrium model,Tiebout model,Buchanan and Tullock model,partial equilibrium model of public goods,analyzes the effective supply of public goods in Heilongjiang Province based on the relevant economic models described above.Then,to evaluate the effective supply of public goods in Heilongjiang Province,based on the principle of scientificity,consistency,sensitivity,and applicability,the evaluation index system of effective supply of public goods in Heilongjiang Province is constructed by factor analysis.The four indicators that determine the effective supply of public goods in Heilongjiang Province are the level of urban infrastructure,energy facilities,sanitation facilities,and public transport levels.And obtains 12 prefectural level city separately on the four indexes and the synthesis score and the rank.On this basis,Shenyang,Changchun and Harbin are selected to carry out a horizontal comparative analysis of the effective supply of public goods.Finally,based on the above research and analysis,relevant countermeasures and suggestions are proposed to promote the effective supply of public goods in Heilongjiang Province.
