The Current Fire Forces' Problems And Countermeasures In Public Emergency Management

In recent years, with the rapid social and economic development, the various types of public emergency occurs frequently and the security situation is worsening, which posed a grave threat to the people's lives and property and put forward higher requirements to our country's emergency rescue. In order to apply the security needs of the situation development, "the Fire Control Law," is given the fire brigade rescue duties which are not only to complete requirements of fire fighting tasks, but also actively participate in various life-based rescue tasks under the leadership of the local government. Under the great importance and the strong support of Party and government, the provinces, municipalities and autonomous regions relying on the fire forces has set up a "comprehensive emergency rescue corps," the fire forces formed a "SWAT team" professional team, which undertakes an increasingly heavy rescue mission in major disasters.As government emergency rescue efforts the fire forces play an important role in emergency relief activities. But with the rapid social and economic development, fire forces undertakes increasingly wide range, high-tech, and heavy task of emergency rescue and the disposal of various types of unexpected events has become increasingly difficult. The fire emergency relief work has achieved great progress, but in general it is still in the exploration stage of development. Facing the increasing and complex variety of disasters, how to regulate the fire emergency rescue work, play the role of emergency rescue of the fire forces better, and how to complete the task at the same time, the effective protection of the personal safety of fire forces, etc., is urgent problems of further study and solving. How to strengthen the fire forces' emergency rescue capability has become major strategic issues of guaranteeing the economical construction and social stability. In this paper, with the support of a new emergency management theory and the theory of public service and starting from the functions of the fire forces, the fire forces'problems in public emergency management were analyzed, and proposed countermeasures to made perfect fire forces to respond to public emergency management, which aimed to improve the fire fighting forces' ability in emergency rescue and establish an effective emergency rescue management system to maximize the fire officers and firefighters to avoid unnecessary emergency rescue mistakes and casualties.
