Study On The Public Fire Brigade’s Function In Emergency Management

As the process of global economic integration is speeding up, the economic construction in China has greatly developed and the social transformation is deepening, urbanization, industrialization and modernization are increasingly deepening as well. The great prosperity of the economy is bound to require new technological innovation and the exploitation and use of new energy, and then the incidence of the ensuing disaster is also showing an increasing trend. The disasters show not only in floods, droughts and geological hazards, but in much more diverse and complex ways like Hazardous chemical spills, traffic accidents, infectious diseases and other public emergencies, which greatly threaten the national public interest and the safety of people’s lives and property. Therefore the workload of the social emergency rescue mission has increased greatly, and the emergency management of prevention and countermeasure to various sudden events has become a pressing issue of the Party and the government.It is based on the situation that the public safety is facing serious challenges, the Public Fire Brigade as a professional fire fighting force originally, now shoulders the important functions of disposing public emergencies while being responsible for public and fire security, and has become an important force of emergency rescue mission under normal. At present, the Public Fire Brigade is playing a role of the" main force" in the emergency rescue. From the perspective of the public emergency management, this paper tries to propose effective policies and recommendations based on the problems and the reasons while the Public Fire Brigade functions in emergency management, and is in hope of helping to improve the emergency management system and strengthen the construction of the emergency rescue system.This paper consists of introduction and following five parts. The first part is about the concepts, characteristics and classifications and the relevant theory of public emergencies and emergency management, mainly explains the specific functions that the Public Fire Brigade performs.The second part is a comprehensive discussion of the status of the Public Fire Brigade functions in emergency management.The third part analyses the problems and reasons the Public Fire Brigade is facing when functions in emergency management.The fourth part shares the experience of how the foreign fire brigades successfully function in emergency management.The fifth part presents the countermeasures of how the Public Fire Brigade functions fully in emergency management.
