In the current world, the security situation is becoming increasingly complex; a variety of natural and social risks are intertwined; the traditional and non-traditional disasters frequently appear. Our people’s Army plays an important role in the previous earthquake relief, flood rescue and other emergencies, thus the effective response to emergencies become the new content of military tasks and improving the ability of non-combat operations turns into an important part of reform and development. But the decision-making of emergency resource management as the core of emergency management is basically relying on its past experience, lacking scientific method model system for quantitative analysis of emergencies. In this paper, we actively explore the selection and allocation scheduling model of the emergency resource reserves, quantize management data, assist the command decisions, and therefore these enrich and improve the theories of army emergency resource management. The main contents include the following aspects:(1) Research on selection and optimization allocation of the reserve sites of emergency resources. The study includes the selected model of reserve sites and its resolving algorithm, as well as the excellent emergency resource allocation model and the genetic algorithm process. Apply the chance-constrained programming model to resolve the problem of optimal allocation of reserve sites, meeting the overall budget of the resource configuration and also meeting the certain emergency requirements satisfaction, and then use the intelligent optimization algorithm to obtain the optimal solution.(2) Research on emergency resource scheduling. Based on the principle "time priority, cost secondary", firstly the emergency resource scheduling model which targets the shortest time is constructed to ensure that the relevant rescue plan can be the fastest to reach the accident point; then taking into account the uncertainty of time from the reserve site to accident point, the cost target is added to improve the resource scheduling model.(3) Case studies of the emergency resource management of the army stationed in Urumqi, and specific recommendations for army emergency resource management. The model is applied to the emergency resource management of Urumqi in the west, and the experimental results are reasonably analyzed. At last, several valuable suggestions are proposed for the army emergency resource management.This article focuses on the allocation and management issues of emergency resource in the treatment of urban emergencies and builds the relevant models, thus it makes a useful exploration for the research of strengthening the army management capabilities of emergency. |
