The institutional units is an unique phenomenon in China, which is based backbone of China's educational, scientific, cultural, health and each other career development. There are large number of institutional units in China, which covers a wide range and after 40 years of development, it has been formed of a complete range of multi-level, multi-functional large systems. It has the characteristics in more number of staff,engaged in many kinds of industry and owned more professional and technical personnel. The reform of public institutions is the another major reform after the Party and government organs and state-owned enterprises. The personnel management throughout the institutional units management activities, which orderly based on the people, events and organizations within the institutional units as the core elements and occurrence the various relationships. In the overall process of institutional system innovation of the public sector, the personnel system reform has been lagging behind in the situation. With accelerating growth in demand for public services, the plight of the traditional personnel system of the institutional units has been become more prominent. The 21st century is the century of qualified personnel, which as public utilities management to provide public services, the personnel system reform of the institutional units is the essential.This paper was based on the implementation of the personnel system reform process analysis, research and summed up the years experience of the personnel system reform in Chuxiong, which find out the reasons why the personnel system reform results are not significant in these years. With the actual situation, the use of modern public management theory, through theoretical analysis and compare the characteristics of the status quo system with the domestic and foreign institutional units.
