The Research Of Law Issues On Water Environment Protection In The Pearl River

As we know, the Pearl River is rich in water resource, which benefits our country and the development of economy, and also plays an important role in the sustainable development. However, with the rapid development of economy and the improvement of peoples'living standard, the water pollution of Pearl River is becoming increasingly serious, breaking the balance of water environment. In addition, The normal cycle and effective utilization of water environment can ensure the sustainable development. As a result, we should make a balance between the work of protection and the development of economy to create a harmonious water environment. Obviously, we should attach the importance to the protection of water resource.To solve the problems, we should break the limitation of administrate region to work in the unit of basin, that is to say, the countries and towns should take the basins into consideration to implement the control plan of water pollution and work together and also supervise each other as well as coordinate each other to meet a common agreement. With the effective measures, we can control the river much better. We can see that the reasonable approach has applied in the foreign countries, such as the water comprehensive environment engineering both of the Thames and the Rhine. Basing on the situation of the Pearl River, this thesis analyzes the current policy of water protection, and concludes that the government should make a definite regulation of water environment of the Pearl River, and also systematic legislation on water protection.Basing on the situation of the Pearl River, the author analyzes the current policy of water protection and put forwards some valuable suggestions about the current legal system of Pearl River.On one hand,we should perfect the pearl river basin water environmental protection of the existing legal system; On the other hand, according to the characteristics of the Pearl River basin for the Pearl River basin water environmental protection regulation. Constitute a relatively complete the pearl river basin water environment protection law protection system, be helpful for the pearl river basin water environment protection.and makes the author's own opinion on regulation of water environment of the Pearl River.
