Research On The Local Government' Responses Ability

Contemporary chinese government is on the stage of deepening the reform,government administration mode has been changing from the style of control into the style of the government administration and participation. Government response, is not only the requests to the government put forward by the public, but aslo is the urgent requirments of the government reform itself. Facing to the variaty demands as well as the great amount of problems from the public in the transition period, government needs to make positive and quick response and give the public satisfied replies, effectively respond to their willingness and requests.With the rapid development of information technology at present, the world nowadays has entered into the era of network.Government public administration needs make full use of the advanced information tech, government online has became a trend. The establishment of the e-government, on the one hand, will benefit for the government administration open to the public, conveniently open the government information,and enhance the transperancy of the administration.On the other hand, the public can easily fulfill their appealing expression by means of using the network such as online consult,complain, there are no communication barriers between them.The first part of this thesis is exordium. The second part is the theory illustration on the issues of government response including research perspectives, the meaning of the government's response capability evaluation, basic levels toward government response and the relationships between the government response capacity and the public participation. By materials collection and with the help of the present world's popular qualitative analysis software nvivo7, the third part is the demonstration section which sums up the levels for the Shenyang government on the online response to the public appealing by analyzing the statistics on the contents related government-public interactivities such as public consultant, public complaints and government replies to the appealing provided by official websites of Shenyang, the fourth part is analysis the research's result of the third part. At final part, the thesis gives some problem-solving measures and suggestions on constructing the response capacity for the local government at present.In theory, this thesis belongs to fundamental and explosive work. Some issues for the research conclusion that this thesis involved still need to be done in the future. It is a primary discussion and paves the step for future research reference.
