Online public service is a new service model formed by the integration of government public service and "Internet +" service concept.It transfers offline service items to the online service service hall,paying more attention to public demand orientation,data resources open sharing and online.The function is fully realized.Under the new era,the public's need for online public services is growing.Local governments at all levels have begun to actively explore the government network sharing model.However,in view of the fact that the actual construction of China's online public service platform is still in the stage of exploration and development,some local government public service platforms still have objective problems such as low transparency of data sets,lack of online processing functions,and ineffective chaos.The contradiction between the public demand side and the government's online public service supply side is low and the interactivity is poor.Therefore,how to grasp the dynamic changes of public demand behavior,establish an immediate and effective monitoring and feedback mechanism for public demand,and achieve the government's precise service has become the current research focus.By combing relevant literature,it is found that the focus of most studies is to analyze the factors affecting public acceptance and use of public service platforms by collecting mass questionnaires,or to explore the open sharing model of government data network resources from a public perspective.However,there are relatively few studies on the real-time identification and real-time observation of public demand behavior.As a modeling and simulation tool with interactivity and knowledge purpose,Any Logic has similarities with the characteristics of public online public service requirements.Therefore,considering the new perspective of public online service demand,the Any Logic modeling method is combined with the measured data of the government network platform to realize the dynamic measurement of public online public service demand and show the changes of public demand.The organic cooperation mode between the public “ordering” and the government “serving” provides a new idea.This paper analyzes the existing problems of government network sharing platform construction through online research,and elaborates the commonality and matching of Any Logic model state nodes and transfer rules with public online demand behavior.Based on the government network sharing platform,the public online service demand hierarchy is identified,and the public responsivity coefficient concept theory is used to improve the original SEIR infectious disease model of Any Logic,and establish a dynamic measurement model of VDGS public online public service demand.Five representative urban public service platforms were selected as the measured simulation objects,and the city raw data was collected,filtered and collated,and the model was run to realize the simulation experiment and parameter adjustment experiment.Finally,through the dynamic simulation experiment of public demand,we find the advantages and disadvantages of urban public service construction;test the public performance under different adjustment measures,and run the model in different parameter scenarios,in order to supply the online public service.Optimize and increase the level of public participation,with a view to providing a reference for the full implementation of the One Network and improving the forward-looking,accurate and sustainable government online public services.
