As a result of the political, historical and other reasons, the developed and the developing countries in the domestic agricultural subsidy laws of development are different, the developed countries are relatively perfect, while developing countries are relatively backward, For the agricultural big country of our country is also at the start stage, also has many deficiencies and areas for improvement, Therefore, analysis of agricultural subsidies in developed countries and the developing rule of law has defects, to developing agriculture subsidy legal system establishment as well as in the WTO agriculture subsidy legal system to cope with the developed countries of the press to provide the theoretical basis and guidance, the allowance of our country agriculture development will also have the very deep meaning and influence.Besides the introduction and conclusion, this paper is divided into five parts.The first part, analysis of agricultural subsidies under the WTO framework of meaning, indicating the need of agricultural subsidies, agricultural subsidies and explain the legal system of the production process.First of all agricultural subsidies the government or any government agency in agricultural production and circulation of agricultural products and agricultural activities provided in the trade and can bring some benefits to recipients of financial assistance and other forms of income and price support.Then proposed a study on the need for agricultural subsidies, agricultural subsidies are related to research a country's economy as well as important political issues.Finally summed up the development process of agricultural subsidies, from creation to the present state of development. The second part, borrow from agricultural subsidy policy and the Doha Round negotiations all claims of the developed and developing countries,to analysis the current development status of the international agricultural subsidies, as well as the development trend of the future. The first clear the related specific provisions " agricultural agreement" for agricultural subsidies under WTO; Secondly, expounded agriculture subsidy legal status in the main developed countries and developing countries, developed in the USA, Japan and the European Union, to comprehensive agriculture subsidy legal system of agricultural subsidies negotiation,for the developing countries, mainly in Brazil, India and China as the example, elaborated in developing countries, compared with developed countries. finally, elaborated the trend of future development of agricultural subsidies including dispute and controversy for the impact in the Doha Round negotiations of agriculture subsidies\, and subsidies for agriculture in the future development trends are predicted.The third part, for unfair treatment which the developing country have had in agriculture negotiations, puts forward the dilemma, and the reasons. it is the main content of this article. Developed and developing countries has the very great dispute on agricultural subsidy, the reasons is many sided, this part mainly analyzes the developed and developing countries different reason, and put forward a dilemma of developing countryThe fourth part, the front part of the proposed the developing predicament of proposed solutions, is the key to developing countries, for the future development and puts forward some of his own suggestions and ideas. Developing countries can strengthen their own legislation, as well as to produce direct subsidies, and through joint developing group power to cope with, also can improve the developing countervailing responding ability, improve the various forces, jointly strive for the developing countries in the negotiation interest.The last part, according to the experience of developed countries, current to our country agriculture subsidy system and to put forward the problems and solve the problem.
