This paper through the domestic and international about emergency, emergency management concept and the corresponding more complete emergency management mode, the paper analyzes the emergency management theory and method of the progress, the research achievement, the existing problems and the direction of development, this study determined the content and research framework. Take the analytic hierarchy process, comparative analysis, to constantly optimize the management model system. Especially in Hunan province is armed forces in dealing with emergencies especially group events in the process of trouble disposal characteristics, methods, the problems and lesson, find the armed forces emergency revelation. Through to the management concept, management system and management methods discussed, according to the provincial party committee and government decision-making, the joint command coordination, forces concrete implementation requirement, put forward in emergency management, operation and legal construction should be highlighted in the following three key work, is to set up perfect warning system, flexible command system and effective guarantee system, ensure that really realize the sensitive reaction, disposal, restore quickly, and strive to create a harmonious society. I also hope that through the study of Hunan province especially in armed forces maneuvering team to an emergency help.
