The impact of globalization and an increasing number of social risk factors nowadays have made it a worldwide problem to effectively prevent and respond to all kinds of disasters and crises. As for China, theoretical research on natural disaster management and practice activities related are even more important compared with advanced countries for two reasons. For one thing, China is vast in terrain and has complicated topographical and climatic conditions, leading to various kinds of natural disasters and relatively severe destructive consequences. For another, unbalanced socioeconomic development among regions has ended in diversity of emergency response capability and administrative efficiency among government agencies at all levels.Armed forces have a natural advantage in emergency management in practice. They are widely-distributed, prompt to act, well organized and highly disciplined, with obvious advantages in politics, organizations, strengths, actions, safeguard and other aspects. Those features give them the superiority of armed groups and that of rescue rangers, helping them in playing a political role of stabilizing the situation as well as a shock role of solving government's crisis.This paper discusses armed forces'role in emergency management of sudden natural disasters, the legal basis and their advantages. It then analyses main problems faced in emergency management of sudden natural disasters, and gives respective solutions towards emergency tasks before, during and after the disaster disposing process.The paper suggests that it is essential guarantee for armed forces to intensify emergency drills and constitute response plans in order to successfully respond to natural disasters. Further discussions are made about these two measures and feasible suggestions are proposed.
