Research On Prevention Countermeasures Of Vicious Anti-social Incidents

In recent years, A variety of social contradictions and conflicts arising because of China is in the process of social transformation, especially the vicious anti-social incidents emerging across the country. It brings about a serious threat to social stability and people's security, so it becomes the important and difficult of government's public security management. In this paper, firstly, the concept of vicious anti-social event is defined, and compares the difference with other incidents of violence. Secondly, the analysis of theoretical basis of the vicious anti-social events are described, including crisis management, public management, social control, psychological theory. Then these theories are used to analysis three typical vicious anti-social, including the event of attacking children, the event of assaulting police in Shanghai, the event of bus burning in Chengdu. On this basis, the motivation and incentives of the vicious anti-social behavior are described, the motivation is the psychological factors and abnormal personality, and the incentive is the individual's social discontent and the flaws of social system. Thirdly, the status and deficiencies of our management for the vicious anti-social are analysis from our public crisis management system, management organization and management system. Finally, the appropriate countermeasures are proposed in the prevention of vicious anti-social incidents from the emergency management, management systems and the establishment of citizen participation. And then the countermeasures which are more consistent with the scientific concept of development of human values are proposed. These provide a reference for all levels of government to deal effectively with such incidents.
