Research On China’s Anti-japanese Base Area Social Security

Accordingly，the core of this paper is the work of social security in Chinaanti-Japanese base area. The author analyzes the characteristics and summarizes theexperience and lessons through carding the development background and generalsituation, content, in order to provide references for the development of social securityin the period of socialism construction. The social security in China anti-japanese basearea is rooted in the special historical period, the Anti-Japanese War, is closely relatedto the level of productivity development and the change of the social situation.It hashas the obvious subjectivity, generalized, hierarchy, targeted.Generally, a good socialsecurity and orderly operation in the anti-Japanese base area can not only helpstabilizing the social order, mobilizing various social classes to participate in the AntiJapanese War, but also laying the important social, material and mass foundation forthe victory of the Anti-Japanese War.The innovation of this paper lies in Upholding the theory of guidance ofMarxism’s social security, which emphasize the modern social security theory as thebreakthrough point. Meanwhile, it combines the study of Sociology and History; themodern sociological theory and development history of anti-Japanese base area, whichnot only investigates the development and change of study of social security in everyanti-Japanese base area, but analyzes the anti-Japanese base area as an overall conceptboth on the micro and macro perspectives. Lastly, this paper investigates thedevelopment and change of study of social security, reach basic historical conclusions,which has never been fully analyzed in China. The paper will be presented in thefollowing chapters.The first chapter describes the background, summary, basic structure andinnovations of the research. In one hand, CPC attaches great importance to the work ofsocial security since its inception. On the other hand, CPC defines the comprehensiveidea of the social security based on the change of social situation during the period ofAnti-Japanese War, which promotes the social security to a new level. Frankly, theexistence of special period determines the contemporary social security and contemporary the general sense is basically the same extension, but with greatdifference in connotation. In this sense, Anti Japanese base area’s social security is akind of regional social security in a transition stage at that time. To a certain extent, itbelongs to the wartime measures, which develops from the informal systemarrangement to the progressive formal institutional arrangement.In the second chapter, the author analyzes the background of the social security,mainly including the theoretical basis, the historical background and realistic basis. Aswe all known, the though of Marx, Engels, Lenin and Mao’s of social security comedown in one continuous line, which provide the theoretical foundation for thedevelopment of the social security work. There are important theoretical significancesof modern social theories to the social security concept definition, especially toestablish the structure of this paper. On this basis, this paper adopts sociology generalview that social security, including social assistance, social preference andcompensation, social insurance, social welfare. The land revolution period, CPC takerelated measures on social security, which affords the experience and lessons to carryout this work during the Anti Japanese War period.The third chapter summarizes the general situation of the social security. On thewhole, because of the different political background, there are different characteristicsof the social security among the start-up stage, development stage, recovery stage ofAnti Japanese base area. Generally speaking, Social security needs abundant materialresources as the basis. CPC Leaded every border region government, in order to ensurethe social security funds, broaden sources of income and reduce expenditure actively,met the needs of the war in the same time, through various channels to raise socialsecurity funds development of the national economy positively, increasing the fiscalrevenue, formulating a reasonable tax policy, and mobilizing the masses to mutual aid,social donation. Moreover, it promotes and adopts the conservation, unified guidanceto the social security management. According to the realistic situation, the borderregion government takes great responsibility in different aspects and establishesinstitutions to command all parts of work. For one hand, the Civil Affairs Department,the Construction Department and other government agencies have played importantroles in the social security in leading work. For the other hand, the farmers Union,Rescue workers Union and other mass organizations play important roles to recoverand develop the production, organize the masses, mobilize the masses of workers, as well ad protect workers’ interests.The fourth chapter focuses on the content of social security in anti-Japanese base.Social security consists of social assistance, social pension, social insurance and socialwelfare. In the face of serious natural disasters and frequent wars, there appear a largenumber of victims, refugees in the base areas behind enemy lines. To solve it, the CPCseeks truth from facts, pay attention to summarize and reflection from previous work.According to the actual situation in different periods, the CPC corrects the existence ofbias and error, in order to ensure the orderly operation of social security.In the last chapter, this paper summarizes the role of social security, experienceand lessons in China anti-Japanese base. The correlation of social security measureshelp people to solve the problem of survival through the tough times. At the same time,it consolidates and expands the Anti Japanese national united front, wining the supportof the Chinese, which ensuring the Japanese base in the military victory andconsolidating Anti Japanese base areas. In the process of the development of the socialsecurity, one the one hand, the bad social habits have been abandoned. Meanwhile, theculture, education and health have been developed. In this sense, it promotes the AntiJapanese base areas of social progress.
