An Analysis Of Public Servants' Economic Criminal Minds

With China's reform and opening up, national public servants asthe main body of the crime problems have become increasinglyprominent. Especially in recent years, the implementation of publicservants' economic crimes is on the rise, due to their power,duty, theresources they grasp, social status and the special factors those caninfluence, economic criminal minds. The consequence is very serious.Why so many public servants to the economic crime of corruptionroad? The essay investigated the sentence of cases of365publicservants' economical crimes in a local city's People's Court within thethree years, based on the basis of the public press coverage of35copies of confessions of public servants who have committedeconomical crimes, from the perspective of empirical, analysis ofcharacteristics of economic crime, effects of public servants'economic crime motivation form, and the official economic criminalpsychological forming process.In this paper, on the basis of the data collected, analyzed andsummarized characteristics of economic crime officials, whileconstructing multivariate regression model, study the main factors ofinfluence of public servants' economical crimes motivation in theformation of economic crime. Analysis showed that age, education level, service type, industry, common crime, to bribe others, those sixindicators has significant influence for direct motive of publicservants' economical crime. Public service level, service personnellatency, economic crimes and the number of public servants'economical crimes showed no relationship for public servants'economical crimes motive formation. And then, through thoroughanalysis of the general economical crimes psychological process ofthe public servants, started with 'Original Stimulation' of theformation progress of public servants' economic criminal minds, andanalyzed the formation progress of general public servants' criminalminds, and then proposed a general evolution model of publicservants' economic criminal minds, which is 'initial reaction'stemmed from original stimulation,'associated reaction' originatedfrom economic criminal motives,'consequence reaction' caused byeconomic criminal offence, and 'vicious circle reaction' resulted frommore implement of economic crimes. And for the main factors weresummarized what can influence public servants' economical crimesmental formation and implementation of economic crime, and putforward the corresponding proposal. The containment and preventionof public servants' economical crimes has important practicalsignificance.
