The Theory And Practices Of Socialism Administration With Chinese Characteristics

China is in a period mingling with both potentials and driving forces, both opportunities and challenges. If the government implements appropriate policies in this period, rapid economic development can be achieved and social stability can be maintained, but if we can't implement policies appropriately, we will meet economic downturn and social upheaval. In order to be in accordance with the new situation and new development, we must promote the localization of Marxism. As a part of Marxism, administration should also be related to the practical situation of Chinese revolution and construction, so that the administrative management theory which is of Chinese characteristics and is suitable to the situation of china can be formed. In this paper, the author firstly analyzes the socialist administrative theory with Chinese characteristics inherited from the theories of Marxist administration, the thought of Chinese traditional administration, and the innovation of Western administration in the process of its development. Then the author discusses the course of exploration of administration with Chinese characteristics in the revolutionary period; the setbacks confronted at the early period of the foundation of new China and its improvement along with the five administrative reforms after the reform and open policy. Thirdly, the author introduces the administrative thoughts of three generation of leader groups represented by Deng Xiaoping, Jiang Zemin and the Hu Jintao. Lastly, the author analyzes the gains and losses, experiences and problems China gets in the socialist theory and its practice. Suggestions are made concerning these questions. The study of socialist administrative theory with Chinese characteristics enables us to promote the localization of administrative management theory and provides us a necessary theoretical basis for the administrative reforms in China. It proposes fundamental principles and methods for the government to understand important relations in different areas dialectically, and deal with various problems in the social and economic development appropriately.
