The Indians, Arabs and Jews were in the British colonial rule, in the struggle for independence, the Indians believed that the Israelis and their founding philosophy also their practice were very different form theirs. In order to attain their own purpose, they not only used the imperialism, but also disregarded of reality of the Palestinian and Arab people's interests. Throughout the Cold War, in the drive of the moral diplomacy and national interests, India's Middle East diplomacy was against the Israeli aggression and expansion policy, and supported the Palestinian people struggle for national independence, strengthening solidarity and cooperation with Arab countries in order to enhance India's international status and safeguard India's national interests and international influence.After the Cold War, international environment has undergone enormous changes. Since the1990s, with the implementation of economic reforms in India, India's foreign policy had changed a lot, especially in the area of the new foreign policy views towards Israel. The change from idealism to pragmatism can make India a better situation to face to the21st century challenges. Therefore, in the trend of a number of factors both at home and abroad, India believes that establishing diplomatic relations with Israel could be better able to participate in the Palestinian-Israeli peace process, and support Palestinian through diplomatic channels to pressure Israel; establishment of diplomatic relations with Israel can do favor to India's military modernization, for India can buy advanced weapons from Israel and Israel's advanced military technology; and establishing diplomatic relations with Israel can learn Israel's advanced agricultural technology, and attract the world's Jews to invest in India, as Israel has extensive anti-terrorism experience, cooperation with Israel in the fight against terrorism could help India. Finally, on January29,1992, through40years of ups and downs, India and Israel established formal diplomatic relations. In2003, Israel neutrality Sharon visited to India, bilateral relations had ushered in a climax, the two sides cooperated in many areas:in political field, bilateral mutual trust improved and the high-level visits repeated, especially the Israeli Prime Minister Ariel Sharon's visit to India in2003was a milestone in bilateral relations; in the military field, Israel became India's largest arms supplier, India is also the Israeli's main arms buyers, at the same time, the two sides had also established a joint R&D, carrying out military exercises to promote the bilateral strategic depth; in the field of counter-terrorism, they had established different levels of the Commission, often exchanging for some counter-terrorism intelligence, Israel had also sent the Indian counter-terrorism expert group to help India to train its security forces, and establishde anti-terrorism special group and the intelligence network; in the economic and trade areas, bilateral trade volume had steadily growed year by year, in addition to the traditional diamond trade, the two sides also started to cooperate closely in the high-tech field of software, telecommunications, medical equipment, biotechnology, pharmaceutical, mechanical and chemical.The continued development of bilateral relations is bound to impact the Middle East, and South Asia. Of course, it will not be smooth for them to develop under the influence of various factors. But, for the two countries have a strong willingness to cooperate with each other. In particular, the strategic significance of the two countries in the military and counter-terrorism cooperation between the two countries is very important to both countries, so India and Israel will not change the general direction of the strategic cooperation.
