| The main argument in this paper is to analyze the motivations of U.S.-India civil nuclear agreement.My view is because of the securities demands,the United States pursuing to establish strategic cooperative partnership with India urgently.And also because of that the nuclear issue is the most urgent and core interest concern of India,U.S.chooses reaching the Civil Nuclear Agreement with India to achieve its goals.First of all,history proves that,the security interests were the most important reasons,which leaded the U.S.to have different degrees cooperation with India on nuclear issues at different stages in the past.Especially during the Bush administration,the United States had to adjust new policies to maintain its leadership in the Asia-Pacific region.Due to the rising of China,the security environment of Asia-Pacific had changed.U.S.had to improve its relations with India to confront the threats of the rising of China.Secondly,India also because had the similar problems.After the cold war,India lost the support of the Soviet Union,it was isolated by western countries.India has been under threat from China and Pakistan for long time.What’s more,China has been improving the relationship with Pakistan.Due to the security concerns and also the energy security concerns,India desired to improve the relationship with the Unite States.Thirdly,through the analysis of domestic factors in the United States and India,this paper makes it clear that it is the domestic factors in both two countries that affect the process of reaching the agreement,which increases the difficult y of reaching the agreement.In the end,it was the insistence of the top leaders of both countries and the joint efforts of the entire senior decision makers that led to the final conclusion of the agreement. |
