Study Of Countryside Local Government Behavior Optimization Based On Agricultural Circulation Economy Development

Agricultural circulation economy is an economic operation model of sustainabledevelopment between human being and environment. It is of great importance to thesolution of the problems of natural resources and environment and ecological disruption.It is inevitable to develop agricultural circulation economy to solve so much practicalagricultural problems and realize scientific developing in such a big agricultural country.Meanwhile, countryside government, as the executor of state power, plays vitalimportant roles in the process of developing agricultural circulation. Therefore, thispaper aims to do research on behavior of countryside local government in the process ofdeveloping agricultural circulation.Taken scientific outlook of development as guideline, this paper adopts theoriessuch as circulation economy, agricultural circulation economy, government behavior,government function, collects one local movement behavior as analysis sample, usescombined methods of normative analysis and empirical analysis to analyze themovement behavior optimization of countryside local government in developingcirculation economy. This paper is divided into four parts:First part: introduction. This part explains the background, significance, thinkingand method of this paper. The current research findings are also reviewed in this part.Second part: theoretical analysis. This part set forth the theories of circulationeconomy, agricultural circulation economy, government behavior and governmentfunctions. The connections between agricultural circulation economy and localgovernment behavior optimization are also discussed based on the background ofconstructing new socialist countryside.Third part: empirical analysis of local government behavior in developingagricultural economy. The achievements and problems are pointed out during theanalysis of the sample.Forth part: government behavior optimization of countryside local government indeveloping circulation economy. This part gives suggestions on how to optimize thelocal government behavior in seven aspects: conversion of government philosophy,practice of scientific outlook of development; make detailed plan and strategy guide;scientific technology development and international communication; integratedepartment function and deepen reformation; increase budget and financing; confirmroles of department and strengthen public service; make use of internet to absorb moreinterest of people.
