Optimization Research On The Function Of Local Government Function In Land Circulation In Fuxian Lake Runoff Area

Since the 19th National Congress,environmental protection and ecological civilization construction have been upgraded to new heights.Fuxian Lake is China's largest deep-water freshwater lake.It is China's largest Class I freshwater ecological lake and a rare Class I water quality lake in the world.It belongs to the national important strategic water resource reserve and important water environment ecological security protection area.However,the Development of Urban Economy and Society,human activities have become more frequent,and a large number of domestic sewage and agricultural non-staining sources have continuously entered the Fuxian Lake,causing the water quality of the lake to continuously drop and reach the critical point of water pollution.In order to maintain the water quality of Fuxian Lake Class I,Chengjiang County Government implemented the land transfer policy in the Fuxian Lake runoff area,and the land fallow rotation and the development of ecological sightseeing agriculture as an important measure for the protection and development of Fuxian Lake.However,for the implementation of policy objectives,the land transfer for the purpose of environmental protection,will inevitably lead to the decline of the economic value of the land and reduce the economic income of the target group.At the same time,for the farmers along the lake,they will fish and plant for generations.For the sake of life,after the implementation of the ban on fish in Fuxian Lake,the compulsory restrictions on land cultivation will inevitably lead to the conflict of farmers,?leading to the contradiction between the local government and the masses.So in such a complicated background,does the local government pertorm its duties?Is the performance of the function in place?Both are directly related to the realization of policy objectives and the proper handling of conflicts between the cadres and the masses.This paper takes the optimization of local government functions in Chengjiang County as the research content,and uses the land transfer of Fuxian Lake runoff area as the research background of local government functions.It uses the theory of government intervention function and policy implementation theory to transfer land to local government in the runoff area of Fuxian Lake.The performance of the functions in the analysis.Firstly,starting from the relevant concepts,the definition of "local government”is defined,the scope of the research object is clarified,and the research results of relevant scholars and the land transfer model in other parts of China are summarized.The local government is required to implement the policy with specific goals.At the time,it mainly focuses on the comprehensive functions of guidance,management,supervision and service,and studies the deviations of the four functions in combination with the case situation,analyzes the reasons,and finally proposes the place according to the objective reality of the Fuxian Lake runoff area.The path of optimizing government functions hopes to help local governments reducing administrative costs and administrative risks,while achieving policy objectives,can also handle the relationship between economic,social and environmental protection.
