Since The Sixteenth National Congress, The Party's Theory Of Ecological Civilization And Policy Research

After the reform and opening, it has made significant achievements in China's economic development, which solved the problem of food and clothing and built the well-off society. However, with the rapid growth of China's material wealth, the consumption of resources and the pollution of environment increased dramatically.Especially with the process of China's modernization and urbanization, the demand of economic growth for resources increased quickly, and the increasingly serious environmental pollution. The supplies of the important resources amplify continually, some resources will be exhausted, and the oil, iron ore and other important resources rely on imports. How to coordinate the relationship between the development of economic, society and the population, resources and environmental pollution has become one of the basic contradictions in our development. After the16th Party Congress, the Party attached the ecological problems highly. With establishing of the scientific development and building a harmonious society, the ecological civilization theory is gradually formed. From the macroscopic and microscopic perspectives, this article inspects the Party's ecological theory and policy since the Sixteenth Congress. And it is the purpose and the main innovative point in this paper. In order to accurately understand the current situation and future trend of the ecological civilization construction, this paper comprehensively describes the Party's ecological theory from the theoretical and practical perspectives. This paper consists of the following five parts:The first part is the introduction. In recent years, ecological civilization has become a popular research, but scholars focus on the macro-theoretical studies, such as connotation, original sources and the construction approaches of the ecological civilization. The ecological civilization study in microscopic view is little, and lack of depth. This part briefly introduces the importance of researching the ecological civilization, domestic and international research status and the methods and innovation of this paper. It describes the background, research value and feasibility of the theory.The second part adopts the method of comprehensive analysis to explore the source of the theory in ecological civilization, which is from the ecological thinking of Marxism, Chinese traditional culture and western ecological theories. The scientific connotation of the Party's ecological theory reflects the characteristics of the times, containing the value concept of the harmony of human and nature, and pursuing the green development. The basic characteristics of the Party's ecological theory reflect the comprehensive concept of Marxism. This part established the framework of the Party ecological civilization system as a theoretical starting point of this study.The third part combs the Party's environmental protection ideas since the founding of the People's Republic of China with the perspective of history and reality, conclude that China's ecological thinking experienced four stages of germination, growth, development and improvement, from the headstream and thorough search in order to understand the historical starting point of the Party's ecological theory since the Sixteenth Congress. From the actual situation of the domestic and international, the contradictions among the development of domestic economic, society, resources shortage increase acutely,and the global ecological crisis in the international area impel China to attach the great importance of the construction in ecological civilization. The Party's ecological theory keeps renovating since the Sixteenth Congress. The scientific concept of development, harmonious society and building a resource-saving, environment-friendly society are all closely linked with the ecological civilization and have become an important part of the ecological civilization. Through the study of the relationship during them, this paper describes the party's ecological theory more comprehensively and profoundly.The forth part focuses on the policy of ecological civilization, which bridges the theory and practice of ecological civilization. Through ecological theory research, it is better to catch on the ecological theory and guide the ecological practice. This part specifically discusses the development and the achievements of China's ecological policies since the16th National Congress. But the ecological policy in our country is still facing many plights and they need to be solved, which requires the Party to lay a good foundation for the ecological civilization construction from the economic, political, and cultural aspects.Finally, it is conclusion. It makes a deeper thought from the ecological civilization, which will profoundly impact on the economy, politics and culture of my country. However, the current study is still rigidly adhering to the theory, and the microscopic specific and detailed study is insufficient and need to be studied and excavated.
