Study On The Public Servants Capacity-building Of Jiangxi Bureau For Letters And Calls

The petition work is one of the most important works for the Party and the government. It is the basic work for constructing the socialism harmonious society. In the new period, along with the social and economic system reforming, lots of social contradictions occur. So, the intensity and difficulty of petition work is increasing constantly, the requirement to the cadre's quality is also rise subsequently. Therefore, it is essential, combining the situation of Jiangxi province and the characteristics of petition work, to analyze and perfect the petition cadres'capacity-building system form the overall and systematic point. And this is meaningful for raising the quality of petition cadres, improving the overall level of cadre team, enhancing the effect of the petition work and ensuring the harmonious development of our society.This thesis takes all the Jiangxi province petition cadres as the research object, and insists the principle of combining theoretical study and empirical analysis. In the paper, the author analyzed the urgency and necessary for petition cadres' capacity-building deeply, draw lessons from domestic and international research results about public servants capacity-building, considered with current actual situation of Jiangxi petition cadres'capacity-building, and get the solution both having theoretical basis and operable in the end.Firstly, the thesis discussed the theory of public servants capacity-building, and then explained the characteristics of Jiangxi province's petition work. On the basis above, the paper continue probe into the current situation of petition cadres'abilities, the requirement for petition cadres in new period, the situation and deficiencies of the current petition cadres'capacity-building system, and finally put forward the thoughts and countermeasures for reforming Jiangxi petition cadres'capacity-building system.
