Study On Building Letters And Calls Mechanism Over The Perspective Of Governance

Since the founding of new China, the letters and calls system has played an important role in different historical periods. At present, China’s reform has entered a crucial phase and deepwater areas, therefore, it is particularly necessary and urgent to strengthen and improve the work of letters and calls so as to adapt to the national management system and the modernization of governance capacity. This article focuses on the overall situation of national governance, attempting to break through the limitations of the industry to a greater position and a wider field of vision so as to analysis and study the letters and visits work objectively.Through studying the Marxism-Leninism works, reading some of the theory of governance monographs and reference books of letters and calls, the writer summarizes some materials about work of letters and calls, typical cases and related data combined with years of experience in the management of primary letters and visits work. The paper finds many problems of mechanism construction such as the running of the letter visits work, evaluation system, supervision and accountability,team building, etc., presents the reasons of these problems and proposes improved suggestions.In the top-level design, this paper claims defining the boundaries so as to return the inquiry funciton to its original nature, regulate the work of visits and calls by the thinking and the standardization of legislation as well as solve the problems on the track of legislation. On working process, we can solve the problem through intensifying the awareness of the party members and cadres, enhancing government and judicial credibility; improving the working method of letters and calls while strengthening its management concerning to its source control, comprehensive and multi-center management. About job guarantee, we can perfect the appraisal system with proper guidance; construct efficient supervision system and diversification monitoring system involving the supervision of visits and calls. Through strengthen the construction of cadres team and establish sound competition and incentive mechanism, we can carry forward the reformation and building process of letters and calls so as to promote social equity and justice along with harmony and stability.
