Research On Punishment And Prevention Countermeasures For Land Corruption

Land is a kind of scarce of resources and assets, the value of land are rising fast with the development of economy and society. The situation of land corruption in china has been more and more serious not only because of the lack of relevant laws and regulations, but also because the unsound administration systems and supervision mechanism. Besides the unreasonable distribution of the land income and the distortion of the officers'view also play an important role. The anti-corruption of land brooks no delay.In this paper, the author takes J province as an example to understand the current situation of land corruption in china. The author finds that the features of land corruption are as following:First of all, the amount of money involved in is big. Secondly, the corruption cases usually have many links and connect to each other. Thirdly, the subjects of land corruption are mainly high-level public officers and developers.Through the analysis, the author finds out why the land corruption phenomenon spreads.Objectively speaking, there are actually many corruption opportunities. And subjectively speaking, there is motivation for those public officials to corrupt.According to the reasons above and the previous study, the author believes that we should pay attention to the combination of the prevention and punishment while anti-corrupting. Suggestions are as below:perfect the legal system to prevent corruption; establish a vertical land management system and a reasonable distribution mechanism of land income; Improve the land management systems to reduce the opportunities of corruption; make the information public and strengthen the supervision and restriction; increase the punishment strength; strengthen the moral and legal education to help the officials to set up the correct views and finally boycott the corruption.
