This paper analyzes leading cadres' selection and appointment, administration and supervision in China very proudly by absorbing and referencing to the research and findings on responsibility investigation for recommendation and nomination in the course of leading cadres' selecting and appointing.The paper also finds out and makes up some loopholes and weakness in the responsibility investigation of leading cadres' recommendation and nomination,learns and researches the theoretical and realistic questions more deeply and broadly,in terms of the investigations and analyses in the developing situation of responsibility investigation for recommendation and nomination of the leading cadres'selecting and appointing in Wuzhong. For example, analysis on the problems that may appear in the system of responsibility investigation of leading cadres' recommendation and nomination,and constraints on responsibility investigation of its course;the study of the system construction of responsibility investigation in the leading cadres recommendation and nomination;the researches on how to improve the qualifications of persons responsible for the recommendation and nomination of selecting and appointing of the leading cadres,etc.On the basis of the researches above,the paper puts forwards some effective countermeasures and thinks of control and precautions of malpractices in the use of people,and makes some explorations on the further development.This paper also analyzes typical cases of responsibility investigation of selection and appointment by looking up some information on it,compares the pros and cons of responsibility investigation in Wuzhong with the rest of the areas,and dives down into study and research by sending questionnaires to the cadres and masses in Wuzhong District.lt expounds the significance of establishment and implementation of responsibility investigation for leading cadres'recommendation and nomination from strategic level of developing socialism democracy,the construction of socialist political civilization;this paper suggests establishing the basic principle of setting up responsibility investigation for mis-selecting party and administration leaders;constructing a set of institution system and integrated measures of responsibility investigation for leading cadres'recommendation and nomination;building up a reasonable set of accountability system,expounding the subject and content of responsibility,the accountability program,form of liability,and accountability consequences,it also puts forward its countermeasures in China.This paper advocates building and perfecting the system of responsibility of recommendation and nomination of the leading cadres and the responsibility investigation for mis-selecting party and administration leaders,further defining its subject and content of responsibility,implementing democratic supervision for cadres'recommendation and nomination,fulfilling the right to know,to participate,to choose,and to supervise,which makes it under the supervision and prevent its arbitrary,ensure the power is properly exercised.
