In the cadre selection, party leaders are usually adopts the nomination process as the main way, this way, first of all, is the first time that the quality of choose and employ persons screening, second is also an important means of government and reveal its scientific and democratic, guarantee the credibility of the selection of cadres. Therefore, party and government leadership cadre selection and appointment of the initial nomination work system need further improvement, in order to speed up the process of democratization of the cadre and personnel system development.In this paper, using literature research, questionnaire survey, empirical research methods such as case, based on the background of the party and government leadership cadre selection and appointment, the initial nomination system, a comprehensive definition of party and government leadership cadre selection and appointment, the initial nomination system related concepts, points out that the current cadre chooses initial nomination system present situation and the existing main problems, by introducing the relevant specifications and improve the initial nomination work of good practice, good experience, as a breakthrough point and the breakthrough point, perfect the nomination system put forward countermeasures and Suggestions are put forward.
