Administrative institution reform is both the premise and the motivation for social-economic development. In1986, the sixth party congress of Vietnam decided to redirect development from the institution based on administrative subsidies into the institution of market economy in the context of international integration. The market economy and the reform of "opening" require the State to conduct the administrative reform in order to meet the demand of market economy and the economic reform as well as to promote the social democracy and the international integration. During the period of over twenty years of the reform of "opening", Vietnam has obtained a lot of outstanding achievements, which, however, have not met the development needs of the country in the period of the international integration. Chapter one of the thesis mentions the context of the administrative institution reform and several definitions. Chapter two refers to the Party's guidelines and policies as well as practical bases of Vietnam administrative institution reform in the renovation reform. Chapter three mainly concentrates on analyzing the actual state of the administrative institution reform including the deep analyses of the legal status; organizational structure; the relationship between the center and the local, the government and the society; administration procedure reform; as well as the "one-door" mechanism. In addition, this chapter also analyses the causes of the administrative reform in the politic field, traditional concept, etc. among which the writer of the thesis holds that the major cause for the limitations of the administrative institution reform is the method of management and leadership of the Party and the lack of reform motivation. Chapter four mentions both a great deal of considerable successes and shortcomings of the administrative institution reform. Moreover, because of the influence of the old institution, the people and state officers still remain rather vague of reform. Another important cause is the people's traditional opinions. Finally, chapter five proposes a number of both practical short-term and long-term solutions in order to promote the administrative institution reform and impulse the social-economic development in Vietnam in the coming period based on the experience of Northeast Asian countries of administrative institution reform.
