Career development management theory is an important part of humanresource management theory, the effective conduct of the management of careerdevelopment is not only beneficial to the successful implementation of individualcareer goals, but also helpful to the realization of organizational targets. This paperis based on theory related to career, and learns lessons from the enterprise andforeign countries' experience, taking grass-roots civil servants of four counties ofYili Kazakhstan Autonomous Prefecture as research object, distributing relevantquestionnaire. In particular, it analyzed the development status and current problemsof the young civil servants, and put forward measures and expectations for thefuture. With the counterpart support of19provinces and municipalities, Xinjiangwill have broad prospects for development. Having research on grass-roots civilservants in Xinjiang will encourage grass-roots civil servants to grow continuously,stimulate their potentials to a certain extent and improve work efficiency, so as topromote local economic construction, promote the development of people'slivelihood, maintain the stability of grass-roots unit, and it also prompt party andgovernment organs at all levels to accelerate the construction of civil servant careerdevelopment management.The innovation of this paper is the combination of career development theoryand the development status of grass-roots civil servants in national autonomousareas, it explores a real practical career development management road for grass-roots civil servants in Xinjiang.
