Presently, our country started from the survival society to the development society.New stage faced with two prominent contradictions: one is the prominent contradiction ofthe swift growth of the economy with unbalanced development and the environmentalresources restraint. Another is the prominent contradiction of the comprehensive and swiftgrowth of the public demands, the shortage of the collective services and public product.These two big contradictions set the new request to the government. Under the influenceof these two tremendous contradictions, the cadre personnel system of our country hasalso carried the corresponding transformation: the construction of the service governmentrequire the government to provide the high grade public product and service to the society,it proposes a higher request to the public official, and the individual quality of the officialand the development of the ability have become an important reform content of the publicsector human resources management. The prevalent new public management theoryadvocates to introduce some basic concepts and methods in private human resourcesmanagement to public human resource management, such as human management, careermanagement, competitiveness, in order to promote administrative efficiency and the figureof government. With the improvement and perfection of our civil service system, itprovides the system safeguard for the election, employment, promotion and professionaldevelopment for the officials. In reviewing the experiences of past reform of theadministrative system, including the essences of reform is basically a streamlined,streamline, transform function, improve efficiency, the key is in the reform of the cadreand personnel system, the essence of the problem is in promoting improve administrativeefficiency and how to realize the transition of government function, the personaldevelopment issues in civil servants. The problem is the people-oriented scientificdevelopment concept embodied in China’s civil service system. Therefore, we have to facethe problem of civil servants career management, through the civil servant careermanagement, cultivate our civil servants set up the consciousness of self planning, masterplanning knowledge itself, promote self planning ability, help individuals achieve thehighest level of mas low’s demand of civil servants, this is people-oriented thoughtsembodied in human resource management. At present, our country did not start in thepublic sector human resource management on a large scale, in a planned way of individualcareer management of civil servants, only some parts of the grass-roots government in the middle of the implementation of the reform of the cadre and personnel system, boldinnovation adopted the private sector human resources management methods, therefore, insuch a big background, the individual career management of civil servants is a problemworthy of studying.
