The Third Plenary Session of the eighteen CPC Central Committee stated that we should transform government functions,deepen the reform of the administrative system,exercise government administration in an innovative way,increase public trust in the government and improve its competence,and build a law-based and service-oriented government.And the plenum also stated the decision that we should also deepen the reform of the classification of public servants,implement the system of combining the duty with the position and the position with the payment,and accelerate the establishment of management systems of the professional and technical public servants and employees.To ensure the achievement of the reform of the administrative system,the reform of civil servants is imperative."People are the foundation of administration",and the civil servants are the executors of the laws,regulations and policies of our country,as well as the main body to undertake the public affairs.Their efficiency directly affects the governance capability and level of our government.Especially for the civil servants at grass-root level,their quality and efficiency have an direct influence on the implementation of national laws and regulations.How to use modern human resources management theory to strengthen the construction of grass-root civil servants has become the focus of government departments.As a new content of modern human resource management,occupation management can effectively overcome many weak links in the management of civil servants and realize common development of the organization and public servants.It can be regarded as a new way and concept of the grass-root civil servants' management.The civil servants in China have been divided into three categories and after that,the civil servants in integrated management category take the largest proportion.They are mainly engaged in internal management in government agencies and have power to make big decisions.However,at the same time,they also have difficulties in the development of their career,which is even more complicated than the other two categories.Therefore,this paper chooses the civil servant in the integrated management category,who is the largest,the busiest and of the maximum demand,as the object of study.Using the method of documentary research and questionnaire survey and combining the career management theory,this paper makes a research on the career management of the civil servants in integrated management category of S county in Guizhou province.Firstly,through reading related documents,this paper has a better understanding of the research situation at home and abroad to determine the topic and its academic value.Then the paper makes explanation to related concepts and chooses the new public management theory,the career anchor theory,the career choice theory and the career development theory as the basis of the research.Then this paper analyzes the importance of the career management of civil servants,and also analyzes the basis of career management of the grass-root civil servants in integrated management category from the perspective of legal policy,environment and practice basis.On this basis,through investigation,this paper analyzes the current situation of the career management of civil servants and the factors affecting the career management and civil servants' attitude toward the system for appointment of posts.It concludes that there are four main problems: weak awareness of career management,narrow career development channel,lacking of training and assessment,and lacking of supporting system.The main reasons of the problems are analyzed from three aspects: the administrative system,the administrative culture and the objective environment.Finally,this paper puts forward the concept of cultivating scientific management and management culture to create a good internal environment,improve the key aspects of the career management,strengthen the role of management,improve the relevant system and supporting policies,broaden the path of development,establish career management system and supportive systems and realize the connection between the individual development planning and the organization establishment planning.Through this way,this paper want to achieve the goal of promoting the individual development of the civil servants in integrated management category and providing the government with a more effective way to manage the civil servants in this category.
