This paper aimed to investigate the case of the "YW workers legal rights Association".we intended to find under China's political and social environment which means identity constraints, personnel shortages, lack of funds and other unfavorable factors, how the bottom-up labor rights association grow and each stage of growth project what survival state. How the action strategies affected each survival state? What role did Political opportunity play in the association's development? Finally, we tried to answer the common problem that non-governmental organization in the context of the country, how to construct themselves.This paper would take three analytical concepts political opportunities, elite, resources to show every strategy choices the grass-roots organizations token and the results to the survival state. When the organization must make a decision, which meant the environment, organization, elite, and resources would be dragged into the context of a limit. By outlining the context of this limit, we can discriminate the complex relationship between these four factors and dig out how the Social deep and surface structure interactive.In addition to the introduction and conclusion, there were three chapters of the main part of the paper. The logical structure of the paper was as follows:The introduction was mainly to clarify the analysis concept, explain the object of study and research methodology and data sources. The first chapter would focus on analyzing the elites was based on what purpose to lunch the association. The second chapter was to explain how the rights association be incorporated by the Federation of Trade Unions system, changing from civil society to a sub-sector in government-run societies. The third chapter was to reveal some problems about the cooperation between the rights associations and the government such as what the respective demand point, where did the cooperation space come from and what model did the cooperation take. The last section would deepen the analytical framework of the thesis.The conclusions of this study were as follows:First, restricting the existence and development of civil society lies in the institutional environment and the social resources. The union strategy advocated by the elites and their selfless dedication were the foundation to support the organization continue to run down. Third, the civil organization was not passively adapt to the harsh system environments but to take proactive action strategies, which include interaction with local governments, society and the media, seeking to improve their living environment.
