The Action Logic Of The Village Political Elite In The Village Governance

In the process of the development of rural governance in China,there have been endless discussions and researches on rural governance in the academic circle.There are many entry points to discuss rural governance,and meritocracy is an important direction.In this study,the author introduces ostrom autonomous governance theory,develop the action logic analysis framework(SAGP model),the objective system of character and the specific situation of village,different villages how political elite strategies through their actions to dissolve the dilemma faced by its governance,thus successful practice of power structure,effective implementation village governance.The research found that in more than 20 village cases collected by the author from Shandong and Hubei provinces,the village party secretary,as the leader of localization,is the key to affecting village governance.However,these village cases generally have governance dilemmas in ethics,economy and development.From a governance effect,their existence from good to bad sequence spectrum,the author focus on governance effective village,found that the village political elites in the face of the governance,village governance policies are mainly used by B,C,D village represented the three villages of "embedded","for information and run" and "business village" of the three.With B,C,D,therefore,the author of the three typical cases village as an example,through the comparative analysis of the cases,this village political elites will according to the specific highlight the plight of their village,combined with its source in these three aspects have heterogeneity,motivation,capital of individual characteristics,and focus to choose to use one of the management strategies,and successful practice of power structure,effective implementation village governance.Based on this,the author believes that the village political elite,as the leader of the village governance,has a direct and profound impact on the village governance and development,and the village political elite can realize the effective governance of the village through the action of weight change strategy.The existing village structure provides the structural field of action for the village political elite and is the environmental basis for contingency strategy,which is affected and constrained by the structure to a certain extent.However,the village political elites are not completely restricted by the structure.They also take independent actions in the structure and transform the structure through dynamic contingency governance,so as to resolve the original governance dilemma and forge a new village governance reality.In the three case villages studied in this study,although political elites have successfully constructed practical power,they are more representative in the use of a certain type of strategy because of their differences in individual characteristics and the prominence of the governance dilemma they face.At the same time,the author points out that the cases examined and analyzed in this study are mainly governance practices before the "first secretary" came.Finally,the author stressed that in the context of the revitalization of the country,to realize the benign,balanced and sustainable village governance,in addition to pay attention to the function of village political elite,also cannot ignore the ability construction of the villagers,to improving the capacity of village elite simultaneous construction and improving the capacity of the villagers,balanced village community building.Gradually realize the transformation from individual elite leading to internal system improvement,establish and improve the long-term mechanism of sound village development,and boost the rural modernization.
