Based on its legislation and practice, the thesis has made a review oncurrent laws and regulations, participation methods regarding public participation ofurban planning in UK and US. Meantime, the thesis has adopted detailed participation cases by analyzing their public participation situation and learning from theirexperiences.Then contact the public participation situation of Shanghai city urbanplanning, analysis of the public participation in the system construction, practice,participate predicament etc. have opened the way for research. This article putsforward the corresponding countermeasures, aiming to improve the systematicconstruction, open participation channels;Seek balance of public and governmentinformation, to solve the information asymmetry between the government and thepublic; Improve public participation ability; Establishment of a service-orientedgovernment, through constructing a modern state in four ways, enriching andperfecting the mechanism of public participation, with the expectation of improvingpublic participation to be more scientific, practical, applicable.The significance of this research aims to study a new period of publicparticipation caused by public interest, at the same time, to build scientific andfeasible public participation mechanism to achieve fairness and impartiality in cityplanning.
