This paper adopted various research methods, including literature review, setting of questionnaires, inspect, applying rational analysis, etc. Aiming at the liao northwest (tieling, fuxin, chaoyang, jinzhou, huludao) rural middle school sports and health course implementing the standard of "on the current situation of thorough research, research result shows that the region, most high school has begun for implementation the sports and health lesson" standards. Relatively speaking, part of the junior high school, especially those standard model school strictly implement the "new standard" concept, reasonable and effective launched teaching content and method of experimental reform. However, many rural schools, junior to understand the new standard of in-depth. Deficiency is mainly embodied by: many school of "physical education and health course standard of" little of the physical education teachers teaching concept, teaching means, teaching content, teaching plan and assessment methods are too old, cannot according to the current our country middle school students overall physical innovation teaching, the teacher mostly for the classroom centre, no detailed course planning, don't even say lesson plans, immediately anytime class was common, flocks type teaching for the countryside junior middle school sports teaching is still the main status.In view of its various problems, the author intends to put forward the following measures: first, it should liao northwest rural junior high school from the start of each school, the school leader, only their heightened awareness, ability constantly increase of physical education investment, increase of gym teaching objective material equipment and equipment, meanwhile also restructuring sports teaching team, absorb merges into more high quality, high ability, team work spirit and innovation spirit of young teachers. Next is the existing sports teacher resources foundation, continuously improve its own quality and make it better play in teaching reform and management, especially the important role of teachers should set an example role in does not affect students of literacy class premise, unceasingly improves students' comprehensive ability.
