With the rapid economic development, the focus of the functional structure of the government has transferred from class functions, smooth functions of the society to, social management and social service functions.The 16th Congress report said:"speed up the transformation of government functions, further promote the separation of enterprise and government affairs and promote all levels of government to strengthen social management and public service functions. " "Speed up the transformation of government functions, and actively promote the government to transfer from the omnipotent government, control-oriented government to a limited government service-oriented government and legal government, which is the requirement to establish and implement the scientific concept of development, improve the socialist market economic structure and build the socialist harmonious society。" In order to implement the requirements of service-oriented government, "National Fitness Program" was promulgated in 1995。As a grand social project, the ultimate goal is to basically build a "national fitness system with Chinese characteristics" The 16th Congress report has clearly pointed that build a perfect service system for national fitness is the goal of building a moderately prosperous society and proposed to form a wide range of national fitness service system in 2010.This paper takes the community residents of Hang zhou city as the survey object and the content and operating effect of the National Health Service System as the study object.Based on sociology, sports humanities and sociology and service management theory, statistics method and experting method, logical analysis to hangzhou citizens health services system of the effect of the research. through investigation and study this article to the following conclusions:1 Service, is the most fundamental and direct function in the National Health Service System。Hang zhou fitness service system is made up by five sub-systems:national fitness organization and management system, national fitness facilities system, national fitness activity-guidance system, national fitness publicity system and national fitness physical monitoring evaluation system. 2 The social sports organization network is taking shape, but the organizations of the National Health Service System still have a long way to go。The fitness activities organization is not high in Hang zhou, and mainly based on self-organized residents which accounts for 59.3%. Although self-organized is simple and easy to operate, the lack of organization is not conducive to the sustainable development of sports population.3 The physical fitness facilities in Hang zhou develop rapidly, which reaches 98% coverage, but the supply and demand contradictions still exist. The requirements on the fitness facilities are not limited to the quantity, but also the type, size and layout.4 Hang zhou residents have a low satisfaction rate on the fitness guidance system. Currently in Hang zhou, the national social sports instructors account for 0.10%, the first class social sports instructors account for 3.02%, the second class account for 31.82% and the third class account for 65.05%. The technical structure of social instructors is serious imbalance. Besides, the survey shows that to increase the quantity of the social sports instructors is the most pressing social needs in Hangzhou.5 Hang zhou residents are satisfied on the fitness publicity system, but still need to strengthen the sports publicity efforts of the policies and regulations, improve the promotion structure, enrich the means of publicity and develop promotional ideas。6 Hang zhou residents have a high satisfaction rate on the physical monitoring, and 73.6% of residents in Hang zhou have a positive attitude on the physical test. It is a career that meets the needs of residents and its successful development will inject a new vitality into the national fitness cause.
