Study On The Influence Of Policy Of Higher Education's Localization Upon The Development Of Local Colleges And Universities

The reform in higher education administration system began in the late 20th century and it contributed to enormous changes in the field of higher education administration. On the one hand, the promulgation and implementation of localized policies of higher education create a good opportunity for development of the local universities and colleges in our country. On the other hand, it gives rise to various problems and difficulties confronted by the local universities colleges in the development process. Within the possible limits of the localized policies of higher education, we analyze the impact of these policies on the development of local universities and colleges, and construct the factors that constrain the development of local universities and colleges through sound policy arrangements and system. In this way, it not only plays a role of promoting the healthy development of local universities and colleges in the new era, but also has important practical significance for the research on the future development of higher education.The paper starts from the status of the development of local universities and colleges and explores the impacts of the reform in higher education administration system, the central government and local government support, community sponsorship and the reform in internal management system and several other aspects upon the development of local universities and colleges after the localized policies are gradually carried out in the field of higher education. It also make a case study of local universities and colleges in Hunan Province, conduct an in-depth analysis on the strengths, weaknesses, opportunities and threat in terms of the development of provincial universities and colleges (SWOT analysis) after the implementation of the localized policies of higher education.The study has shown that it is very difficult to develop local universities and colleges with the sole reliance on the efforts of these local universities but no favorable external environment. Only when the local universities and colleges have a good external environment conditions, adhere to serve the local areas and the development of regional economy as the purpose, concentrate the limited educational resources, make use of relevant national development policies, and take the road of running schools with their own characteristics, can these local universities and colleges achieve a healthy, stable and sustainable development.
