With the implementation of the aims of the popularization of higher education, there arising more and more conspicuous issues of poverty -stricken students and consequent conflicts social problems. Therefore it is of great urgency and theoretical significance to study the subsidization for the poverty-stricken students, investigate into the efficiency of the current subsidization system, and establish the new system. The research in this regard will help to promote education equality, enrich theories of education investment, and widen the perspectives of research in this discipline on one hand, and facilitate the development of the students involved, maintain the stability and harmoniousness of the colleges and universities as well as the whole society.The text of the paper is composed of six sections:Section I advanced the research questions, the significance, background, approaches and methods, as well as the clarification of the fundamental concepts involved.Section II traced the historical development of the high-educational subsidization system in our country. The development of high-educational subsidization system in our country has gone through four stages, namely, the free people's subsidization, a combination of the people's subsidization and scholarship, an combination of the scholarship and loan, and the con-existence of charging and "scholarship, loan, work-study, subsidization, and exemption."Section III dealt with the ideology and subject of the system. The ideology includes maintaining the education equality, and achieving the aim that no student drops out because of economic plight; promote the healthy and harmonious development of poverty-stricken students and made them qualified constructors of the generation; the recognition of human capital investment and cost-sharing. The subject of the subsidization includes state, colleges and universities, and banks, among which state is the investor and policy-maker, colleges and universities are the educator, and banks are the financer.Section IV treated the state and features of the system in China today, analyzed the state and features of the poverty-stricken students and policy measures of the subsidization, as well as current state and causal factors of the affair under discussion.Section V tackled the problems in policy of the system. Namely, the poor mechanics in defining poverty-stricken students, inappropriate carrier of the system, the functional weakening of the poverty-aiding of the scholarship in colleges and universities, the highlighting of financial aid and negligence of the spiritual help, the lack of honesty on the part of the student and subsequent in efficiency of the system, poor working mechanics of state subsidization loan and work-study, and the backwardness of the theoretical research in this field.Section VI advanced the policy solutions to promote the system. The solutions include widening of the financial accesses of the system, changing of the ideas of the subject students; strengthening mass-manipulation of governments, establishment of the social guarantee system of the economic subsidization; promotion the financial supply system and working mechanics of the system; reformation of the education government system and full implementation of the flexible credit-hour system; standardization of the charging system of colleges and universities; the exemption of the tuition as a major measure; and strengthening of the scientific research on the theory in this field.
