The reform of logistics in China's colleges and universities has been performed for over two decades, and can be classified into three phrases, namely, the phrase of theoretic probation and preliminary practice in the last century, the phrase of promotion at the beginning of this century, and the phrase of regulation and perfection from 2003 till now.Generally speaking, the reform of logistics in China's colleges and universities has taken a long time and has encountered many obstacles. However, the reform is so fruitful that it has laid a solid foundation for the popularization of higher education, and has provided efficient supports to the rapid development of higher schools. It must be pointed out that, without the guidance of policies or the guides of the government, the reform of logistics in China's colleges and universities will never have reached so many accomplishments. Therefore, the basic principle for the reform of logistics in China's colleges and universities should be with the college/university being the host, society being the participant, and government being the guide.Based on the above points, this thesis focuses on the function of pubic policies in the reform of logistics in China's colleges and universities, takes the process of the reform as the main topic, and integrates the process of the reform with the content and achievements of the reform, so as to analyze the relationships between the reform of logistics and the public policies, and to portray a complete map on the reform of logistics in China's colleges and universities.The thesis is composed of four chapters. The first part is an introduction to the background, significance, and intention of the thesis. In the first part, the author also presents a literature review on the related research in this field. Chapter one is in the second part, and deals with the influence of public polices on the reform of logistics in colleges and universities. By the depiction of the features and functions of public policies, and the depiction of the reform and its policies, the thesis sheds lights on the functions and results of the reform of logistics in China's colleges and universities. Chapter two gives retrospection on the history, advantages and drawbacks of the reform. Chapter three, also the last chapter, deals with the obstacles and problems encountered in the process of reform, and this chapter also puts forward some suggestions for the further reform.The innovation of the thesis lies in that it breaks away from the traditional pattern of theoretical research on the reform of logistics in China's colleges and universities, and it probes into the functions and influences of public policies over the reform. In the last two decades of the last century, due to the lack of the guidance of policies and the guides from the government, the reform of logistics was not able to overcome the limitations. However, at the beginning of this century, with the help policies, the reform has achieved a lot. Recently, due to the lack of further guidance of policies, the reform has been in dilemma and encountered with more difficulties. Therefore, the development of higher education requires the reform of logistics in China's colleges and universities. But, without the guidance of policies and the guides of government, the reform will be fluctuating where it is now.
