In recent years, with the proposed full implementation of quality education, the educational philosophy is in a gradual revolution and the overall education system is undergoing an in-depth reform. One important initiative for the educational reform and pathway to implementation of quality education is to organize primary and secondary school students to participate in social practices. Back in 2005, the Shanghai Government issued the corresponding policy to regulate the implementation of social practice through the way of community certification system. The purpose was to encourage students to participate in all kinds of social practice, aiming to train up their physical and mentally health, strengthen their capability, improve their quality, and foster their overall development.However there were numerous hurdles during the implementation process for the community certification system, including the lack of initiatives by schools and communities, the lack of enthusiasm in both students and parents, and the low acceptance rate by the society all leading to the deviation from the target set by the policy with no significant improvements in the educational reforms.It is crucial to improve the effectiveness of participation of social practices for primary and secondary students and lead them to grow healthy in practices by studying the failures in implementing the community certification system for social practices. As such, this study will consolidate and analyze the failure from different angles and perspectives including "market failure", "government failure" and "policy failure", together with other studies results, aiming to provide representations of "implementation failure" and analysis of reasons. This study provides suggestions and pilot proposals to address the problems exist in the current community certification system, and to induce further thoughts and reflections in our educational system.
