College Students From Poor Families Funded Policy Research

The present thesis mainly studies the subsidization system of higher education institutions needy students (short for "the subsidization system"). This research is to make comprehensive use of the literature review, interview, expert consultation and seminars to conduct a dynamic tracing analysis of the design and implementation subsidization system of higher education institutions needy students and to explore some prominent problems. Based on the necessity of the research design, the researcher is to consult and interview some relevant experts and the working personnel, combine the empirical and descriptive approach, and to process and analyze the research data in hope of putting forward full explanation and specific solutions.The current thesis starts from the necessity of setting up subsidization system in the aspects of the purpose and functions of the system, and then illustrates the right to receive the education and training needs and human capital investment and cost sharing and equal opportunity for educational ideals and objectives to establish the subsidization system. It also predicts four functions of the subsidization system:the economic function of poverty alleviation, and the educational function of encouraging progress and the political function of promoting educational equality.This thesis reviews four development processes of the subsidization system since the founding of the PRC in 1949, evaluates the philosophy, implementation and the main features of each process, and analyzes the existing problems and challenges.This paper briefly introduces the subsidization policy of different countries and regions such as the United States, Japan, Europe and Hong Kong to support the main characteristics, on the basis of analyzing the feature the subsidization system of higher education institutions needy students.To improve the subsidization system of higher education institutions needy students in China, we must follow the cost-sharing theory, need-hierarchy theory and system theory, and learn from foreign and domestic institutions of government practices. We are going to further implement the efficiency principle and the subsidization system, and attach importance to the creation, the importance of providing student loans, work-study program, charitable and other educational system and the cultivation of mental health of higher education institutions needy students to improve their communicative ability and professional ability. Therefore, we must strengthen construction of information and the construction of a complete system for the proof of the implementation of policies.
