A Study Of Subsidization System For China Needy College Students In Geology

In recent years, with rapid economic development, problems that China is facing, such as population, resources, environment and ecology are becoming increasingly grim, geological work plays a crucial role in resolving the series of issues. Higher geological education shoulders the mission of cultivating Geological talents, but because of its tough nature, majority of students from Geology Majors in college have difficulties in finance, if this issue is not resolved, the quality of higher geology education will be affected, and it will have bad effect in the development of Geological sector in our country.With the reform of higher education and the implementation of education cost-sharing system, China has gradually developed a subsidization system for needy students, including scholarships, student loans, work-study, poor benefits, tuition remission, which plays an important role in the financial aid work. However, the system was set up for general needy students from colleges, and some problems and defects emerge during the process of operation. Therefore, in the light of the characteristic of Geology Majors and high proportion of needy students from Geology Majors, setting up a targeted subsidization system for needy students from Geology Majors has a big practical significance with regards to the development of higher geological education in China.The paper consists of six parts. The first section describes the background, purpose and significance of topics as well as research status and methods; the second section is about the connotation outline of needy students from Geology Majors and subsidization system, as well as various theories providing support for the study, including the human capital theory , the quasi-public goods in higher education theory, the cost-sharing in higher education theory and theory of fairness and efficiency; the third section first analyzes the current situation of domestic subsidization system for needy students in college and existing problems, and then analyzes the current situation and development trend of foreign- subsidization system for needy students in college; the fourth section analyzes the situation of the higher geological education, as a result of a high proportion of needy students from Geology Majors, and needy students suffer from the dual economic and psychological pressure, which have an influence in the development of higher geological education; the fifth section makes a basic framework and recommendations of the subsidization system for needy students from Geology Majors. Apart from improving and completing the existing subsidization system, the government should provide more policy support, funding for special training in the geological field, taking "orders-style" training, strengthening the Mental funding for needy students from Geology Majors, are all effective ways to solve the problems of needy students from Geology Majors; the sixth section is the conclusions of the paper.
