In recent years, the availability of software products has become an important factor in the measuring of software quality. As excellent courses and information-incensed education software products, the level of National Quality Course's availability will cast a direct influence on learners'learning efficiency and learning experience. The increasingly prominent availability problem of National Quality Course and the urgent needs of solving it is the writing reason of this paper. Based on "the learner-centered" design theory, this paper combs and comprehensively analysis's issues concerning the availability of the online materials of National Quality Course, which emphasizes on how to combine the method and strategy of the availability engineering and relevant instructional design theories, evaluates and improves key links and critical issues aimed at the design and development of National Quality Course, with the purpose of improving the availability level of National Quality Course, to make them suitable for the learner's visual characteristic and cognitive feature.My research consist four stages:In the first stage, realizes the Research status and methods of the availability of National Quality Course by Literature investigation, sees through the connotation of it, and analyses its impact factors. In the second stage, analyses the existing availability-improving methods first, then summarize the flaws of them, based on which, puts forward the support theory and methods of solving the matters, to construct the Improvement Framework for the availability of the online materials of National Quality Course; the framework is a "learner-centered" one, adopted the method of availability engineering, supported by relevant theories, aims to evaluate and improve the availability of the online materials of National Quality Course.In the second stage, analyses the existing availability-improving methods first, then summarize the flaws of them, based on which, puts forward the support theory and methods of solving the matters, to construct the Improvement Framework for the availability of the online materials of National Quality Course; the framework is a "learner-centered" one adopted the method of availability engineering, supported by relevant theories, aims to evaluate and improve the availability of the online materials of National Quality Course.In the third stage, summarizes the problems of the availability of National Quality Course by carrying out the availability evaluation through the ways of Heuristic evaluations and availability testing, and taking the visual culture and media literacy quality course website as a research object, classifies these problems according to the content of availability of National Quality Course. In the fourth stage, aiming at the problems found, redesigns some parts of the visual culture and media literacy quality course website based on availability principle, develops the High-fidelity prototypes of the website, and tests the validation of the website constructed by "the learner-centered " design method, with the result of that it better fulfills the learner's requirement and improves their degree of satisfaction to some extent.This research findings indicate:applying "the learner-centered" design method to the whole process of the development of the online materials of The Quality Course is validating; the emphasis and optimal design of the availability in the development of the online materials of Quality Course can help to improve their sharing capacity, learners'learning interests and learning efficiency. The research methods and results of this paper can provide reference for researches on the availability of The Quality Course website in the future, and also holds some values for the development of them.
