The Difficulties And Development Paths Of Grassroots Practice In The Protection Of Children In Distress From The Perspective Of Welfare Availability

With the promulgation of the new "Minors Protection Law" in 2021,the content of government protection and network protection has been added,and the protection system for children in distress in my country has become more complete.A multi-agent cooperation system for protecting children in distress has basically taken shape.The working mechanism of "government-led,civil affairs-led,departmental collaboration,and social participation" has become increasingly clear,laying a foundation for effectively protecting the rights and interests of children in distress and promoting their healthy growth.However,in the process of practice,how to avoid the damage to the rights of children in distress,coordinate the relationship between the various subjects at the grass-roots level,and play the role that each part should play are still important issues of social concern.This research takes a case service of a child in a difficult situation with lack of family guardianship as an example,uses welfare transmission system theory,social ecological system theory and empowerment theory,adopts qualitative research methods,and collects through interviews,participation and observation methods,and text analysis methods.The information discusses the problems in the implementation of the protection system for children in distress at the grassroots level,including:various subjects’cognition and implementation capabilities of the protection policies for children in distress,the issue of coordination and cooperation between different subjects,and the availability of protection services.From the perspective of the effectiveness of policy implementation—the availability of welfare,this study analyzes in detail the local social work service stage and the professional social work service stage,the process of providing protection services for children in distress,and the results of the availability of welfare.The research found that:the welfare services provided by local social work are segmented,non-continuous and unavailable.After professional social work intervenes,by providing professional services in accordance with professional social work concepts and methods,and enhancing the awareness and ability of related subjects,there is a formation between subjects Through benign cooperation,the grassroots service system has been implemented,to a certain extent,the integration and continuity of welfare provision for children distress has been achieved,and the availability of welfare has been improved.Based on cases,this research analyzes the plight of the basic practice of distressed child protection:institutional inertia and the ambiguity of social workers’identities,some participants have unclear understanding of their rights and responsibilities,the cooperation mechanism between subjects is not smooth,and the path of local social work is dependent on services.The thesis finally puts forward the basic practice path of the welfare-availability-oriented child protection system in distress:giving full play to the advantages of professional social work,empowering various subjects of local social work,insisting on system innovation and optimizing the cooperation mechanism between subjects.The research conclusions provide a new perspective for the improvement of the protection system for children in distress at the theoretical level,and provide lessons for the grassroots practice of the protection of children in distress at the practical level.
