There is a relationship between early childhood education and child welfare based on the broad concept of child welfare and the review of the history of child welfare development in western countries. When the child welfare begins to pay attention to the physical and mental development of ordinary children, early childhood education will become an important part of the child welfare. Public expenditure is one of the most important factors that restrict the development of early childhood education, so this study is meant to analyze the public expenditure of early childhood education from the perspective of child welfare in order to broaden the way of policy decision.The thesis takes Sweden, the United States and Japan as examples, and combs the condition of public expenditure of these three countries. Then the thesis uses three dimensions of "de-familialization", "de-commodification" and "de- socialstratification" which come from the study of Esping-Andersen to analyze the public expenditure of early childhood education. The thesis finds that the system of social welfare, the administration system of early childhood education and the understanding of relationship among country, family and children, values and functions of early childhood education all affect the public expenditure.Compared with those of western countries, the child welfare system in China is the civil affair that focuses on assistance and salvation. If we analyze public expenditure from the perspective of child welfare, we may find that the effects of the "de-familialization", "de-commodification" and "de-socialstratification" are not very good. That highlights both the System and the cognition are faulty to some extent, mainly caused by the unfinished transition of welfare system, the separate child welfare system, the deviation in the recognition of the child welfare and the understanding of relationship among country, family and children, values and functions of early childhood education.In order to adjust the system of public expenditure of early childhood education in China, firstly, the system of child welfare should be changed from the "civil affairs" to the "system-oriented welfare". Then the core values of public expenditure should be adjusted, especially the children's well-being, and social justice and family support should be emphasized. Finally, public expenditure should set a goal of broad covering and fundamental ensuring; specifically, it needs an adequate expenditure, a fair expenditure structure, a flexible way of expenditure and a coordinated expenditure system.
