Research On Optimizing The Structure Of Financial Expenditure On Education

As everyone knows, today's international society has entered into the knowledge economy era, so the education development level and technology development status is the key factors of the core competitiveness of a country.In process of promoting the development of education, financial expenditure on education plays a vital role. Increasing financial expenditure on education is the fundamental measures to implement the strategy. In recent years, the finance expenditure on education is increasing; this shows that the budget for education is increasing. But in great demand for education fund, our financial expenditure on education is still a serious shortage; the structure of financial expenditure on education is unreasonable. For example, the financial expenditure on primary education is too little, but too much on higher education. The investment in education with in the budget structure is unreasonable, personnel expenses are too much but public funds are too little. The finance expenditure on education has obvious gap between developed areas and in less developed regions, between urban and rural areas. These are seriously affected the development of education in our country.The total of our financial expenditure on education is insufficient; therefore, researching the structure of fiscal expenditure on education in our country has become a key. How to optimize our financial education expenditure structure, how to make the limited education resources play a greater role, is undoubtedly a significant role to implement the strategy of education and promote economic and social development. Based on the theoretical basis of financial expenditure on education, in view of financial education expenditure structure is unreasonable, to further optimize it, at first we need to determine the principles that should be followed in further optimization. Such as, principle of distribution equality, fiscal neutrality, adjustments for special needs, cost sharing cost recovery, transmitting the public resource from the rich to the poor. Second, on the basis we propose specific measures for optimizing Chinese structure of financial education expenditure. There are three measures, such as the measure of optimizing Chinese three-level structure, internal use structure, and regional structure of financial education expenditure. At last, we propose some supporting measures to optimize the structure of fiscal expenditure on education in china, to promote education and raise our country's overall competitiveness.In short, this article is not confined to study the education expenses, while on the condition of the total amount, in order to adopt positive measures to optimize its structure and improve the efficiency of education fund. This article combined with our actual to analysis our financial expenditure structure on education with a lot of data.
